CDA Declares 99 Housing Schemes Illegal in Islamabad, Moves to Block Sponsors
CDA declares 99 housing schemes illegal in Islamabad and has warned their sponsors against development and marketing without official approval.
In a statement released on Wednesday, the Capital Development Authority (CDA) said these schemes have not secured mandatory planning permissions.

The civic agency has begun the process of placing the names of developers and sponsors on the Exit Control List (ECL).
It has also contacted the National Database and Registration Authority (NADRA) to obtain the identities of individuals involved in these unauthorised schemes.
“These schemes are in clear violation of the Islamabad Capital Territory zoning regulations,” the CDA said. “No development is allowed without the requisite planning permission.”
CDA declares 99 housing schemes illegal for operating without clearance, especially in restricted areas of Zone III and Zone IV. The authority directed developers to stop all construction and sales activity immediately.
Officials warned that any attempt to advertise or sell plots in these projects would face legal consequences under applicable laws.
The CDA has also decided to take strict action against residential and commercial structures built over natural streams (nullahs). These constructions lack hydrological studies and necessary approvals. The authority said such structures will be sealed without further notice.
The directives were finalised during a meeting chaired by CDA Chairman and Islamabad Chief Commissioner Muhammad Ali Randhawa.
The meeting focused on illegal encroachments, unauthorised development, and zoning violations across the federal capital.
“Action will be intensified against illegal constructions and unapproved housing schemes,” the chairman said.
He added that public safety and planned urban development remain top priorities.
