PTA Introduces Administrative Fees for Certificate Issuance

PTA Implements New Fee Structure to Cover Regulatory Overheads and Enhance Operational Efficiency

The Pakistan Telecommunication Authority (PTA) has announced the imposition of application and processing administrative fees for the issuance of Certificate of Compliance (CoC) and a revision of the existing fee structure for Type Approval.

This decision comes as part of PTA’s efforts to address regulatory overheads and streamline operational processes within the telecommunications sector.

Under the new directive, applicants seeking CoC will be subject to application processing fees, covering expenses associated with human resources allocation, paperwork handling, dispatching of CoCs, correspondence with multiple entities, and administrative costs related to the operation and maintenance of the Device Identification, Registration, and Blocking System (DIRBS) platform.

Following consultations with Mobile Device Manufacturers (MDMs), PTA has updated the fee structure to better reflect industry dynamics.

The revised fee structure encompasses various categories of CoC applications, including Commercial CoC for imported devices, CoC for locally manufactured mobile phones, and CoC for non-SIM-based terminal equipment.

For Commercial Completely Built Units (CBUs) and non-SIM-based terminal equipment, the application processing fee has been set at Rs. 5,000 and Rs. 2,500, respectively.

Additionally, MDMs importing parts for manufacturing in Pakistan will be charged an application fee of Rs. 70,000 per 1,000 devices, with subsequent lots incurring an additional fee of Rs. 70,000 for every subsequent 1,000 units.

Furthermore, PTA has revised the fee structure for Type Approval, with the processing fee set to increase from $100 to $200, and the Type Approval certificate fee also rising from $100 to $200.

Similarly, fees for Short Range Devices (SRD) and Terrestrial Internet of Things (IoT) Services will be revised from $50 to $100 for both processing and certificate fees.

This initiative aligns with the regulatory framework outlined in the Pakistan Telecommunication Authority (Functions & Powers) Regulations, 2006, enabling PTA to levy fees for Type Approval and other authorizations under its jurisdiction.
