CCP Blocks PTCL Acquisition of Telenor Pakistan
Competition Commission of Pakistan (CCP) has blocked Pakistan Telecommunication Company Limited’s (PTCL) proposed acquisition of Telenor Pakistan (Private) Limited (TP) and Orion Towers Private Limited (OT).
The regulator cited concerns over the potential reduction in competition in the telecom industry, which could harm customer welfare.
The CCP’s decision comes after an in-depth Phase 2 analysis, which found that the merger would likely lead to a substantial lessening of competition in the market.

With only a few players remaining in the industry, the regulator feared that the acquisition would result in higher prices, reduced choice, and lower quality services for customers.
PTCL, a public-listed company, had proposed acquiring Telenor Pakistan and Orion Towers, wholly-owned subsidiaries of Telenor Pakistan BV, to expand its market share.
However, the CCP concluded that the merger would undermine competition and innovation in the telecom sector, ultimately harming consumers.
