Pakistan to Become Leading Freelance Market with New Policy
The Ministry of IT and Telecom has submitted the National Freelancing Facilitation Policy to the Federal Cabinet for approval, aiming to position Pakistan as a top global freelance market.
The policy seeks to enhance exports and foreign exchange earnings by providing freelancers with access to international markets, projects, and clients.

The policy proposes various incentives, including a freelancer registry, digital banking, e-payments, low-interest loans, and income tax holidays.
It also emphasizes building a digital-ready environment, increasing skill development, and promoting inclusivity in underserved areas.
The goal is to increase the number of active freelancers to one million, raise average annual earnings to $5,000, and contribute $5 billion in export remittance inflows.
The policy also aims to streamline inward foreign exchange remittances and enable foreign exchange bank account openings for freelancers.
