HEC to launch blockchain-based digital degree attestation system
ISLAMABAD: The Higher Education Commission is set to introduce a blockchain-powered digital attestation system, enabling students to verify academic degrees online without visiting offices or submitting physical documents, according to a report.
Officials said the new platform would allow applicants to submit requests, track progress, and receive verified credentials digitally, marking a major step toward modernising Pakistan’s education services.
The system is being developed under an agreement signed with CMPak and its joint venture partner Wibbow Technologies.
For students and graduates, the initiative is expected to eliminate in-person visits, significantly reduce processing time, and simplify sharing of verified degrees—particularly benefiting those living in remote areas or applying from abroad.

Officials said the system is scheduled to become operational by June 30, 2026.
The development follows concerns raised earlier by the National Assembly’s Standing Committee on Government Assurances, which had termed the existing attestation process cumbersome and financially burdensome.
The committee had urged the HEC to reduce turnaround time from application submission to completion.
In response, the HEC chairman informed lawmakers that a comprehensive and secure blockchain-based system was being developed as part of broader digital transformation efforts to address these issues.
Under the initial rollout, the platform will be linked with 25 universities as well as the attestation directorate of the Ministry of Foreign Affairs.
The committee has also sought a joint presentation by the HEC and the Foreign Office to review progress and implementation of the new system.
